Unchecked use of FLOCK or other ALPRs could expose law enforcement to liability if it is perceived as being retaliatory. Even if the searches were for legitimate reasons- in my opinion, the lack of associated judicial warrant opens the door for legal and financial culpability.
Unless and until a proper restraint is put in place, ALPRs are like unstable sticks of dynamite- too dangerous to handle.
